Randolph DRB To Review A proposal to tear down the current Rinker’s gas station and convenience store at Exit 4, to make way for construction of a bigger store and station, will be one of five applications before the Randolph Development Review Board July 24. Summit Distributing, LLC, of Lebanon, N.H., owner of Rinker’s Mobil, needs site plan review, as well as "expansion of a non-conforming use" approval for the project. To approve a non-conforming expansion, according to Zoning Administrator Mardee Sanchez, the DRB must find that "no greater detrimental effect on the community will result." "It’s a very low bar," she commented. The Rinker’s project does not require Act 250 review, as the property is less than 10 acres. Sanchez said Summit did not indicate when it hopes to undertake the construction. The property, in the northwest quadrant of the I-89 interchange, is in Randolph’s mixed use district. Gelatin Factory The DRB will also continue its review of an application from BEG Ltd., to convert the former Brigham Gelatin factory building on Weston Street into a nine-unit condominium. The project is in the town’s commercial district. The DRB took up the first part of that application last month, when it considered BEG Ltd.’s request for a variance from the town’s minimum-lot-size requirement. Sanchez said the DRB has closed the public hearing portion of the variance review, and its decision will likely be ready July 24. The board is scheduled to consider the second part of BEG Ltd.’s application—for site plan and conditional use permits—that night, pending variance approval. "Multi-family" residential is a conditional use in the commercial district. Carport The gelatin factory application is one of two variance requests pending from last month’s hearing. Zoning Administrator Sanchez said the DRB will probably also have an answer on July 24 for Doris Jewett, who in June sought variance approval for a carport and deck at her Summer Street residence that do not meet the side yard setback requirement. More Variances The DRB on July 24 will consider a couple of new variance applications, including one from Stephen and Delaine Farnum of East Randolph. The Farnums would like to house some animals in an existing barn, next to Messier’s General Store, but the outbuilding lies within 100 feet of the property line. The proposed use first needs a variance from the minimum setback requirements. Should that variance be granted, the application would then need conditional use review. Barn Addition The board will also review John DiGloria’s request for a variance from the minimum front-yard setback, for an addition to an existing barn. DiGloria’s property is on the North Randolph Road, in the East Valley district. Third Unit Also on the July 24 agenda is an application from Ruth Shumway, for site plan and conditional use review to add a third dwelling unit in an existing building on Route 14, in South Randolph. The property is in the East Valley district. The Development Review Board’s July 24 hearing begins at 7 p.m., at the Gifford Medical Center conference center. ____________ |
