Switch Confusing

I'm afraid I'm a bit confused. For the past several years, representatives from the Windsor North West Supervisory Union have come to our town meetings with stories of botched finances. They asked for more staff to clean up and reconcile past budget years.

They asked for understanding and patience when they couldn't tell us the source of a windfall or deficit. For several years we have heard the woes of the business office and now I read that, for whatever reasons, WNW no longer wants Patrick Reagan continuing his work as business manager. WNW has decided instead to contract with Ollie Jacobs, the former business manager.

It seems to me that Mr. Jacobs has repeatedly been named as the cause of the many years of financial woes. Does this decision make sense to anyone?
